December 2002 Government, corporate and labor representatives compiled a document aimed at ensuring job security amid the deteriorating economy. The document features a pledge by employers to do their best to preserve job security in the belief it is their social responsibility. Labor representatives promised to cooperate with employers on diversifying work strategies to include work-share agreements. The labor side also agreed to cooperate on cost cuts and to strive to increase productivity so corporate management can be bolstered. The government will support the private sector by allocating funds toward job security efforts. The document was drafted at the request of Prime Minister Koizumi, with the representatives agreeing to work harder to stabilize job security across the country.
